Frankly, I don't think there was much worry that users would have too
much power. I think it was just that there was no need. Before I was
exposed to ILE, I can honestly say I didn't feel very constrained by
SEU. It actually felt just about right for what I was doing (RPG/400
and CL). By no means was I an AS/400 fan; in fact I found the system
limiting and annoying overall. SEU was one of the few bright spots at
the time!
