IBM's policy has not changed. Enforcement of the policy via the
support portal has changed.

Yes, access to machine code requires HWMA or warranty status.

Power Systems servers require this for server firmware
regardless of operating systems running on the hardware.

IBM i Licensed Internal Code fixes (MFxxxx, MHyyyy) require
HWMA.
