My guess is that the idea is to bring the h1-Bs here for indoctrination
and evaluation, and then have them return to India & China as the foot
soldiers whose loyalty is to Bill Gates/IBM? There will be a battle in
that region. If Microsoft & IBM have battalions of loyal soldiers that
are already on the battleground it will be a huge plus for them.

It's a nice thought but Apple supplying huge numbers of systems to
schools didn't really up their market share. So having people work with
tech at one stage of their career doesn't necessarily translate into
lifetime adoption.
Also, as a global company, I would wonder why MS doesn't just set up
shop in India proper. I mean, I'm sure they already have, but is there
any reason to import people when they can have operations where the
people already are? H1-Bs are still going to be more expensive than
Indian people in India.
