Forget what kind of hardware or software it was.  I'm inclined to believe 
that their I.T. department didn't do adequate testing, have a good 
implementation plan, a fallback plan, etc.  What about the financial 
situation and management of the company itself, competitors, the market 
for firetrucks, and other economic factors.  My guess is that if it wasn't 
the cost of the implementation it would have been something else.
