The thing I don't understand is why doesn't gmail just allow people to sign up

They have seen the power of multi-level marketing and word of mouth. In
this case, without even paying a dime. Wow.
They created scarcity and demand immediately by the way they rolled it
out, plus they were smart and kept it down to manageable levels while
they built up infrastructure, so on and so forth.
Their executives apparently listen to the marketing guys, the computer
geeks, the professional IT staff, the call center, and with strict
simultaneous attention to the accountants at all times.
All without alienating all us computer people on their outside.
