 I have just completed this proceedure for a System Password on an AS/400
model 400.

I did have an issue finding out the correct place to call.  I started with
800 ibm call.  They send an e-mail to the department resposible for the
keys.  It is definately NOT a one day process, but rather about a week.

I received an e-mail response, so you could try to send an e-mail to the
reply address I have.  sw4you@xxxxxxxxxxx  I had to provide the following
information.
System Serial Number
System Type
System Model
Password Version
System feature Code
