Tom,

What got me was the comment at the end of the story from the
rep from the health-care provider itself:

<quote>"At the same time, she accepts that with a growing
percentage of transcription work being exported abroad,
there will always be a chance that something like this could
happen again.
"We'll have to live with this risk on a daily basis," Ryba
said. </quote>

Yeah, right.

I said all along that Clinton's HIPAA push and those
"privacy" executive orders he issued at the end of his term
were more like to (1) shut up the vigilant, (2) prosecute
the violators who cause trouble for (pick your somebody),
and (3) meantime, open up holes for Mack trucks to drive
through, like any "pipsqueak" enforcement agent or lawyer
who wants to peek at anything (apologies to those who
diligently execute honestly, including some friends of
mine).

And before anyone thinks this is partisan flak, Bush has
pushed this thing maybe more vigorously than his
predecessor.

And before anyone says "there are legal controls in place",
I had a friend some twenty years ago whose detective friend
tapped into phone conversations at random using police
department equipment, and offered a listen to whatever phone
number she desired.

| Although it appears this particular issue was "resolved",
it's hard to see why there hasn't been more discussion about
it. Cases such as this one will provide the most powerful
ammunition:
