I had difficulty when I installed ICT as far as getting the newsgroup
configured.  ICT did _not_ properly configure the News account in my Outlook
Express (Version 6.00.2800.1106 (xpsp1.020828-1920)) newsgroups settings.
After running ICT installation and setup, I could neither view nor send
messages to the IBMCommunityToolsFeedback newsgroup (community.ngi.ibm.com).

I had to go back into Outlook Express and perform the following actions:
Tools > Accounts > News (select community.ngi.ibm.com) > Properties >
Server, then click "This server requires me to log on".  I then entered my
ICT userid & logon and clicked the "remember my password" checkbox so that I
won't have to logon every time.

However, since we spoke on the telephone and you indicated that you use
Netscape, I can only speculate that it may either be a Netscape setup issue
or registry issues causing your problems...
