This sounds unreasonable.  If I recall correctly, the OS is part of the
hardware purchase and is not chargeable separately by IBM, so what
exactly are they charging you for?  Ask them for an IBM feature code.
The base OS cannot be disassociated from the hardware and cannot be
transferred without it.

If you're referring to chargeable features of the operating system or
other licensed programs, these components are frequently included in
long-term leases, although the rules may be different for short-duration
leases.  It's really more of a rental, isn't it?
