I’m looking for an application to manage programmer work orders.

I’d like to attach user specifications, sample documents, and technical
design documents to a “work order” package.  Users would have the ability to
enter their own work order requests (which would be held pending review and
approval).  Managers would assign WO’s (when approved) to various
programmers; a project management interface would be almost too much to even
dream about.

Programmers would be able to see their backlog of WO’s, provide comments and
notes, send questions to the user, and log time with a “clock on, clock off”
mechanism (allowing internal/external billing and completion monitoring).
Last but not least, the programmer would notate the source s/he changes and
that would be available as a cross-reference.

I’d like to hear what software tools other organizations are using to manage
project tasks and programmers.
