I imagine so. Aside from needing (greatly) more operatives to collect
information, I would think there could be quite a bit more done to cull
through available information for clues.

When you consider the vast amount of information available to go through,
even without subpoena or warrent, it does seem like there is an opportunity
for AI or even just data mining to make a difference. In this respect, I wish
all the work could be done by computer.
