I was able to create files and folders with those names on Windows 10, also
in my Lubuntu 16.04 box. So. as far as I can tell it could be either MS or
Unix/Linux based, just going by the screen print of folder names that she
sent.

But still, wondering if someone has seen this sort of naming system before
as standard on something other than Windows.

Based on what you show I am not sure what OS generated that kind of data.
But seeing lots of dollar signs and ampersands it doesn't look like any
files I've ever worked on within my AIX systems. And generally we wouldn't
say 'file folder' in AIX.

Possibly AIX? If so, could our IBM i (v6r1) process files from it? How?
