TR11 came out November 2015. Not only did IBM do a resave then, but they
have done two additional resaves of 7.1 since then.

Doing a resave without a new TR level is pretty rare.
The resave level mentioned in the article is there but not the TR
mentioned.

And, it looks like TR11 was the last known TR for 7.1.

And, while there is a MF99011 there is no MF99012.

I would make sure that any 7.1 lpar was very current on PTF's just in case
you experience a DR situation and decide you need the capability of
"Support for POWER8 hardware and other features announced on 12 April
2016.".

7.1 has a new cume due out on 12/9/2016. You might want to get that when
it becomes available.
