CHGIPLA STRRSTD(*YES)

This will cause your next IPL to start up in restricted state. This flag resets itself to *NO after the next IPL.

This works if an IPL is performed and not a STRSBS of the controlling subsystem. For that you can remove the entry for the system value, QSTRUPPGM. Just remember to restore it just before you do the power down.
