I suspect it is still in test mode.
There is no GA cover letter for that PTF yet.
And the 7.1 to 7.3 ptf cross reference does not list a 7.1 mate for 7.3's

Funny, 7.1 has the lower number, then 7.3, then 7.2 but 7.1's isn't yet
available. Odd how that works.
Suggest upgrading to an release given more attention.
But maybe your ding will encourage them to release it.

You know what really may jolt them? Open a ticket and simply refer to the
apar listed in the cover letter for either the 7.2 or the 7.3 ptf and ask
them to release the 7.1 ptf for the public.
