My SWAG: An issue with the server; status of the subsystem and\or the device allocation by the subsystem, possibly related to the selection of or configuration status of the Display Device Description. The choice of a named-device or an unspecified device [for which device selection runs at the server] can play a role; e.g.:

For a named device, a common problem I experience is that the interactive job on the target system is still active, remaining unaware of the prior loss of communications-connection via that device. Until the job at the server [in the interactive subsystem] either disconnects or ends, the named device is /blocked/ [per allocation\in-use] from allowing a new session to be started. A new connection and then signon established via another [alternate named] device allows the new signon to Disconnect Job (DSCJOB) or to End Job (ENDJOB) that original session, thus freeing-up the device to enable reconnecting.
