It's not just excel, it's even retrieving library lists etc from the i.
Clicking browse to find a file brings up error cwbdb0014.

Subject: IBM i access using windows 7 and os v4r3

I have a very old customer with a very old system that would like to do
file
transfers using windows 7 and v4r3. I access 6.1 loads on win7 and
emulation works fine but trying a download gives error cwbdb0014.
Oracle VM virtual box, winxp and CA4.4 works, but sort of a pain. Any IBM
ideas or out of the box ideas?
