I tried a simplfied version, with nothing but the page segment on the page, and this time doing
SECURE(*YES) OVRSCOPE(*JOB)
in the OVRPRTF.

And this time, the known-good page segment printed.

So I stuck the
SECURE(*YES) OVRSCOPE(*JOB)
into the CL for this one, and the page segment started printing, as if nothing had ever been the matter. It's in the wrong place, and in the wrong orientation, but at least it's printing, and I think I can deal with the rest.

It makes no sense.
