I have access to 4 v7r1 machines and I can only get to the admin server on 1. Old crypto version something crap.

This tells you the conf file the ADMIN instance is using..
/QIBM/ProdData... not /QIBM/UserData.... The parameter that does have
/QIBM/UserData I believe is just for the base path for everything, but the
conf file is specifically defined as /QIBM/ProdData....
