Is REFRESH a new[ly supported] statement? No. Since Materialized Query Table (MQT) availability I believe; IIRC, available since v5r3.

Is REFRESH a newly supported statement for SQLERRD3\ROW_COUNT? I do not know since when, but at least since v5r4:
