I did a GO PTF to display SI60301 and find it is damaged. I use
option 11 to "Delete a program temporary fix" and the delete
completes successfully. I then do SNDPTFORD PTFID((SI60301)) and it
completes the order successfully. I display the PTF and it is still
"Damaged".

Anyone else see that PTF as damaged? Are there other steps I should
be taking?

The message [omitted from OP] that says the PTF is "damaged" has "Recovery" instructions on how to correct the issue; IIRC, LODPTF and perhaps RMVPTF [*PERM] as the second step, and likely there is no mention of DLTPTF in those steps.
