I would avoid a power off of the FSP, it's very likely as Evan suggested this is a connectivity problem, and/or you don't have the correct password.

Without connectivity you cannot manage the partitions. You can shut them down from green screen of course but then you've lost control without the HMC.

We need more information to be sure

Some more info might help. What are you seeing n the HMC - does it say "connecting" or something else ? When you replaced the cables are you sure they are direct between the correct HMC interface and the 570 ? Do you happen to have access to the ASMI ? Not sure powering down the 570 will "reset the FSP" of itself - more action might be needed.
