You shouldn't have to force a password change.

The system automatically stores a level 2/3 version of the password every
time the password is changed at level 0/1.

You can use PRTUSRPRF TYPE(*PWDLVL)

To check for any user profiles missing the level 2/3 password.

Our corporate policy is not to force password changes from IBM i but to
force it from Windows.
All users who have an IBM i account (other than Q* type) have a Windows
account.
We keep passwords in sync with IBM Secure Identity Manager. No, we are
not using Kerberos or EIM.
