A trigger is a program that you write.
Can you write a program that will limit rebates to 2 per item?

The thing that most people new to triggers miss is that when a trigger
wants to 'deny' an update (for instance the third rebate) it sends an
escape message back to the program doing the update. So in order to use
triggers that deny updates, your regular programs need to check for I/O
errors.
