We have it in the user part of the library list as defined by the system
values QUSRLIBL.
To me, since it's not really a system library, it makes more sense to keep
it in the user part of the library list.
Why were you thinking of adding it to the system part of the library list?
Having it at the top of QUSRLIBL has the same effect as having it at the
bottom of QSYSLIBL.
