As far as I know, SNMP on IBM i is an agent only. You configure the SNMP trap managers through CHGSNMPA command, so that only those ones will receive traps from the IBM i agent.
So, shutting down the SNMP service on the IBM i prevents any trap manager to receive those traps.
I never tested it but I believe that you can configure generating SNMP traps on the IBM i through the old SNA alerts filters. There is a parameter for generating SNMP trap in the Add Alert Action Entry command.
