The simplest and most direct way to create the FDF is shown in the links you had
found the other day when you initially posted.
Here is how I remember it.
1. You have your source data on your PC (or network).
2. You have your target file on the IBM i.
3. You want to upload to the IBM i target file.

The easiest way to create the FDF on you local PC is
1. to do a download from your target file to a dummy file on your pc.
2. When you do this you are prompted to create an FDF.
3. The transfer program will create the FDF for you on your local PC
4. Now when you do the upload the transfer program will ask for an FDF and you
just point to the FDF you previously created.

This information was in the links you provided in your post the other day.

question is, where and how to create this FDF.

I know that having more than one point on an email now a days can lose a
lot of people's attention span but did you notice the thing at the bottom?

But the basic thing to remember is that the DB2 file has to exist. The
transfer will not create one.

simple upload using data transfer to IBMi.
Option 2 on your list.

There's a few things to consider here:
- Simply transferring an Excel spreadsheet from your PC to somewhere in
the IFS on your IBM i
or
- Trying to take data from an Excel spreadsheet and transfer it into a
DB2
file in the /QSYS.LIB file system.

If you are trying to do the latter then there's other things to
consider.
1 - Are you willing to use the Excel plug-in to transfer data from Excel
directly into a DB2 file, or
2 - Are you trying to use the Data Transfer from IBM i Access Client
Solutions?
3 - Are you trying to use the deprecated IBM i Client Access for Windows
Data Transfer?

If you're using 3 I won't help you.

But the basic thing to remember is that the DB2 file has to exist. The
transfer will not create one.
