Well then!! It was stated in i 6.1 when we first got the ability to add more than four entries to a HTE that this file was depreciated and would only contain the first four entries.

But in general, I tend to agree that one should use the APIs. However,
they should create a WRKTCPHTE command to encourage us to do so.
