Maybe the QUSLJOB API will get you the info you need?

The JOBL0200 format and asking for keys 0101 and 1906 will give you the job status and the subsystem. Just by googling QUSLJOB I found some sample code here:

There is some other example code.

Though I'm not sure what you mean by "I don't say Message Wait Status because the job is not actually at Message Wait Status when you look at the job using WRKACTJOB."
