Did you install the free QUSRTOOL option of IBM i? Issue DSPLIB QUSRTOOL to see if it is installed on your system. If so, then issue:

WRKMBRPDM QUSRTOOL/QATTINFO

Member TZLSINFO in QATTINFO describes the "NetServer" tool and how to install it.

Member AAAMAP describes the various tools in a "high-level" overview. It says this:

9) NetServer (GO NETS) Tool -
Provides commands which allow you to configure the iSeries NetServer,
work with file and print shares, and view this information.

This tool gives you exactly what you need in this situation (restricted state) -- the ability to display the values and change them, via a 5250 "Green Screen" session, without having to use iSeries Navigator, etc.
