I've got two small files. They are different formats, but they have
all the same CHGPF-accessible attributes (SIZE, ALLOCATE, DLTPCT,
REUSEDLT, etc.). When I try to clear them using

delete from schema.table

via ODBC (using Python and pyodbc on my PC), one of the files is
really cleared (as if by CLRPFM) and has no deleted records; while the
other one does have deleted records, as expected.

When I use DBU to manually delete records, both of the files wind up
with deleted records. These deleted records are cleared for the one
weird file if I run my ODBC script again.

Any ideas how it can happen that one of the files is being cleared?
