This is a free tool that can apparently install any program as a Windows service.

Or, alternatively, you should obtain one of the freeware / shareware replacements for the now-deprecated Windows REXEC -- they would likely come with their own "setup" or "installer" that should take care of adding the needed entries in the Windows Registry to "make it so."
