Did the recompiling (against the old file)
Running debug

Immediately after the fetch,
verified by joblog showing
SQL7963-1 rows fetched from cursor C.
I have
SQLCOD=0
SQLCODE=0
SQLER1, 2, 5 =0
SQLER3=0
SQLER4=1523
SQLER6=-134613261
SQLWRN=' '
SQLSTATE='00000'

The fetch is in this loop
DOW (SQLCOD = 0)

Actually SQLER4 is the big flag!!!
That's the record length of the old file.

wrkobjlck shows the right files in the right library.
Any logicals point to the right table.
SQL opens up the table and not the logicals

Must be that the precompiler says only use what the old length was.
The
FETCH * INTO :RCODS
just must handle all this.
