One often has multiple IP addresses assigned in IBM i for special
purposes, such as:
- Mimix switching
- Domino server(s)
- Multiple website hosting
and so on.
Perhaps one or more of those are typing up the port used by this.
Or, you have a firewall restriction in place (Either in IBM i or on your
networking equipment).

Hopefully you can get to other shares so I can just admonish you to stop
using QDLS. :-)

NETSTAT *CNN will tell you if that port is being listened to. And whether
or not it's being listened to on all addresses or just one address.
I played around with NetServer properties on one lpar with IBM Navigator
for i and I didn't see any "bind specific" capability.
