Not sure about recent, but the debug optimization messages have not been updated for all the new features of the new SQL engine, which came out over 10 years ago now.

It is not the final word - database monitors and plan cache and visual explain are the real ticket - plan cache and last SQL statement in a job are really nice, one doesn't need to grab so many monitors anymore - love it.

Nonetheless, I find the debug stuff helpful as a first shot at things - it does report which index is used and the reason - that can still be helpful, at least in my experience.
