Does the machine itself have the public IP assigned? Or is the public IP
assigned to a gateway that is then redirecting the traffic to the machine's
private IP?

Unless there is some addtl Cisco-crazy I don't understand, the public IP is
assigned to the gateway (VMware vCloud) and then routed(NAT) to the local
IP.
