I IPL'd to DST, followed the directions from the link.
However, ASP 02 was not deleted.
I need to recreate this on a playground LPAR.

FYI, Both host and client LPARS did IPL without issue.
The small remaining percentage on the one remaining disk also went to 0.0.

To delete a user ASP, follow these steps:

If you are not already using dedicated service tools (DST), perform a manual initial program load (IPL) to start DST.
From the Use Dedicated Service Tools (DST) menu, follow these steps:
Select option 4 (Work with disk units).
Select option 1 (Work with disk configuration) on the Work with Disk Units display.
Select option 3 (Work with ASP configuration) on the Work with Disk Configuration display.
Select option 2 (Delete user ASP) on the Work with ASP Configuration display and press the Enter key.

Delete User ASP
Type option, press Enter 4=Delete
--Protected-- --Unprotected--
Option ASP Threshold Overflow Size %Used Size %Used
1 90% No 600 77.84% 0 0.00%
2 90% No 0 0.00% 200 0.53%
3 90% No 0 0.00% 200 0.53%

Type a 4 in the Option field of the ASP you want to delete and press the Enter key. The Confirm Delete of User ASP display is shown.

Confirm Delete Of User ASP
Warning: Deleting a user ASP will remove all units of that ASP from the
configuration. The units will become nonconfigured. Press F10 to confirm
your choice for 4=delete Press F12=Cancel to return to change your choice
--Protected-- --Unprotected--
Option ASP Threshold Overflow Size %Used Size %Used
4 2 90% No 0 0.00% 200 0.53%

Press F10 (Confirm) to confirm that delete of the ASP. The delete operation might take several minutes.
If you have no other tasks to perform, end DST.

I expect you would get a disk error at that point as the disks would not be visible to the guest.

IPL-ing into DST and removing the ASP would be the better option.

I would have expected to have to do this to get rid of the ASP.

You don't really say where you are trying to get to so it is hard to

I have always seen that, even for an empty ASP.

Am I correct that ASP can only be deleted through OpsNav, no green
screen command.

Not with a command, but with a DST option.
