WHen moving down from P20 to P10 the biggest issue is needing to acquire user licenses. At P20 you are licensed per core and users are included though P20 core licenses are indeed significantly more than P10 ones. Unlimited users at P10 is a $50K ticket though it does cover ALL the cores on the system.

Your i licenses and all the other stuff (Compilers, SQL et. al.) can be transferred to the lower tier machine.
