Sounds like something is intercepting the function keys locally.

That's why, when I had Unicomp make me up a keyboard for my work Mac (on which I use 5250 emulation a LOT), I had them customize a PC USB keyboard, rather than their Mac USB keyboard.

Unfortunately, I can't give you any more help than that, because I don't know anything about that particular notebook, and I know even less about Teamviewer.
