Not just a PTF. They need to load a Java option.

Try either
GO LICPGM and then 10. Display installed licensed programs
or
DSPSFWRSC
Look for

On IBM i 7.1 it will be 5761JV1.
On that screen if you hit F11=Display release, twice, you will see a
"Product Option" column. This is really important to the people you have
to load this option.

IBM i 7.2:

5770JV1 16 Java SE 8 32 bit
5770JV1 17 Java SE 8 64 bit

IBM i 7.1:

So you need to tell them if you want 32bit or 64bit java. Normally, just
have them load both and you can pick the right directory to run the
desired version.
After they get the option loaded then they will have to apply a PTF group.
For 7.1 they will need SF99572 (see the command WRKPTFGRP). For 7.2
SF99716. You can see the latest levels by searching for "Fix Central" at
IBM.

These Java options should be on install media. You can download them from
IBM's "Entitled Systems Support" (google "entitled systems support"
site:ibm.com).
Sometimes IBM comes out with a newer version of Java after they've created
the media. For example there were versions of Java for V5R4 that never
made it to the DVD's and you could only download from ESS. I see Java 8
available for 7.1 at ESS. Neither Java 7 nor Java 8 appear on the shipped
media for 7.1 as displayed at
http://www-01.ibm.com/support/knowledgecenter/ssw_ibm_i_71/rzahc/rzahcswsmedialabel.htm?lang=en-us
So you may have to beat them into submission and get them to download your
desired level of Java from ESS.
