I just loaded a V7R1 and a V7R2 machine yesterday. I ordered the
cumulative and the SF99711 and got every group. When you order them
together IBM does the magic to compress out all the duplicate PTFs so the
download is significantly smaller than ordering them separately.

Is there still a concern about ptf SF99711 having all groups, or not all
recommended ptfs represented in the groups? There were posts in 2013, 2014
about this.

Getting ready to do the big "catch up" from cume 13298 at V7R1 (ordering
SF99710 for current cume plus DB2 and Hipers, and ordering SF99711 for all
groups.
