Unless something has changed...

IBM provided an entitlement to Db2 Web Query v1 (5773-QU2) if you had
previously purchased Query/400 (5770-QU1).

However, web query is now at v2.1.1 (5733-WQX)

You have to be current on SWMA for QU2 to get a free upgrade to v2.1.1 (WQX)

When I was looking at it, it was $1,200 (P05 single partition 515) to
reinstate maint for v1 of QU2 in order to upgrade to V2.

We're at 7.1 which I believe includes the Express edition of DB2 Web
Query. I want to install it now. Is the best way to just install from my
7.1 disks, or should I try to download it from ESS?
