If it's "Batch", simply roll your own monitor program using the API
QWCRSSTS. Not sure what release this became available, but @ 7.1 it's a
gem.

You'd need an external process that monitors for the MSGW and sends an
email.

We use Bytware's Messenger Plus for that here.
