Check the workstation name entries in QPGMR. There is a value for Control
Job At. If this value is *ENTER, you must manually transfer you job to the
susbystem using TFRJOB.
Also, check the QINTER subsystem for workstation type entries. There may
be a generic entry for control job at *SIGNON. In this case, since QINTER
is normally started before QPGMR, it will get you device. You may want to
put a workstation name entry in QINTER for your MIS* with a value of *ENTRY
and make the QPGMR entry at *SIGNON.

That does work occasionally, but I don't remember how and when. My client
access session name is MIS_d1, but it continually goes directly to QINTER.

I want to test the process before this coming weekend.
