The deleted library for the MSE product should have been removed\deleted via the Delete Licensed Program (DLTLICPGM) instead of Delete Library (DLTLIB). The product could be reinstalled via Restore Licensed Program (RSTLICPGM) and then properly deleted; I do not believe the DLTLICPGM will function without the prior install, but it might, otherwise there may be some licensed product APIs that could be called to cleanup the errors from the improper deletion(s).
