My guess is pull.
If I remember correctly, SNADS does not really stop, but will refuse to
send or receive something and issue a message.
I suppose that SNADS and other services regularly check system status
(QWCRSSTS ) and take action from that.

There could be a lot to what you are saying. Basically, is it an
interrupt from SST, or are the various products (like SNADS) doing some
monitoring similar to
DSPLOG ??PERIOD((*AVAIL *CURRENT) (*AVAIL *CURRENT))
??OUTPUT(*)
??MSGID(CPI0953 CPI0954 CPI1138 CPI1139)
