There are two free versions of Visual Studio Community Edition and Express
edition

Express Edition is more limited (no VS addins for example and there are
plenty of free and open source ones), but you can use it in a commercial
setting.

Community edition can't be used in a commercial setting, but has features
closer to Professional Edition (the cheapest paid for edition). IANAL, but
don't go using community edition at work without checking up on things.

There is also VS.Code, which runs on Windows, Mac and Linux and is
basically a ground up rewrite.

All three options should run that codeplex project well.
