I just tested your very statement. It worked fine and created the *STMF
backup_test in the root directory. CPYFRMSTMF, restoring the *SAVF, also
worked.as expected.

Well, if /BACKUP_TEST is a directory, then what you're missing is that
the parameter wants the name of the destination stream file. This was
listed as one of the possible causes in the message text you quoted.
