I am finding that if ever coding these commands, a DLYJOB is necessary if the following command is dependent on the process being completed.

If you are working only on subsystems, you can try to allocate the subsystem description with ALCOBJ command in place of DLYJOB.
Examples:

end your subsystem
allow some time to try to allocate your subsystem
if it fails after waiting time, perform some actions as needed
(possibly send a message somewhere "unable to end the subsystem, please have a look")
it it does not fail, it means that the subsystem is ended
(do not forget to deallocate the subsystem description)

if it does not fail, it means that the subsystem is not active, so you can deallocate the subsystem description, then start it
