this is possibly a CCSID issue
I cannot test it now and I am not sure a CHGATR will work through /QNTC

try
CHGATR OBJ('/QNTC/....') ATR(*CCSID) VALUE(yoursytemCCSID)

if it is not accepted you could try a 3 step proc

1) STRQSH ('cp /QNTC/... /tmp/tmpsavf')
2) CHGATR OBJ('/tmp/tmpsavf) ATR(*CCSID) VALUE(yoursytemCCSID)
3) STRQSH ('cp /tmp/tmpsavf /QSYS.LIB/QGPL.LIB/FTPLIB.FILE.)

yes, i can do a wrklnk and it shows up.

"ourlibrary" is the file name, no extention.
